I held a tourney like that once. The Player Rating Open. An am 2 won, a pro took, I think 2nd or 3rd and the 2 lowest and the highest rated players tied right in the middle of the pack. But we only played one round. I dont know if it would work w 2 rounds as good.
Intuition says, "what works for one round, should work for two". Statistics from prior tournaments might be used to demonstrate how folks would line-up in a handicap calculation. We'll need a little more than Jay's 1-for-10 formula to proceed. What's the whole formula?

dont think of it as 24 holes, rather 36 or 48. i mean an 800 player would get 20 strokes. those who shoot well should be rewarded.
I'm thinking there is some calculus involved. I'll do some investigation.
