9 of those spots are for TBD volunteers. That leaves up to 7 spots to be added to division caps, above and beyond the adjustments made to accommodate volunteers. It's possible that we won't be able to get up to 212 if the numbers don't add up for a given division / layout but we'll do our best. Those spots will be allocated with considerations for the WL (for a given division) as a % of division size as well as % of the total waitlist.

Yes to be clear, while the field size says 212 players, it actually means "53 cards of players". We will do everything we can to get to that 212 number, but it is somewhat dependent on field sizes within layouts.
