Hello Bryan,
Under the PDGA Tour Standards on page 12, X-Tier designation requires, “..some material variance from the Official Rules of Disc Golf and/or Competition Manual that goes beyond a basic waiver.” On page 6 on the Standard Chart under C-tiers, you can find that the minimum payout requirement for the net entry fees is 85%. It is against the rules for me to go below that amount. Given that the amount we are taking does not go below this required amount, it does not require an X-tier classification. I also discussed this with our PDGA State Coordinator, Jack Lowe, to make sure this was all correct.
To clarify, X-tiers designations simply need to deviate enough from the rules beyond a waiver for a tournament to be one. The net entry fee is the gross entry fee minus the pass-through fees (PDGA per player fee).
The Mizzou Disc Golf Club uses the 15% to help fund college tournaments the team will travel to.
If you are curious as to why we have limited payouts versus no payouts:
1.) It’s simply easier to get a C-tier sanctions than an XC-tier
2.) More people tend to show up for C-tiers with some payout than an XC-tier with no payouts, and that increase in people offsets the decrease in per person revenue
