Not sure if missed this or what, but what if two people tie for the course record? I think it should be split

Yes, that's correct. The money will be split evenly. Since there's a trophy for the course record setter, they'll playoff for the trophy.

Couple tournament updates:
There will be a CTP competition between rounds and after the 2nd round. The winner will get an Innova Traveler basket.
There will be a $5 lunch option for pizza, breadsticks, and a drink.
Northridge has kindly offered to put a few water jugs on the course for the players.
With 30 people registered right now, $450 goes to the course record setter! I'm sure it'll be a bit more than that on Saturday.

What's the payout calculation per division?

I'm pretty sure the payout was mentioned in the info section. $5 of each registration goes to the winner of your division. So if ten people play in your division the winner gets $50. $15 of each registration goes to the overall (non-divisional) hot round, so if 50 people play in the tournament, whoever shoots the one best round (course record) gets $750.

That's right, Nate. And the remaining $5 from each entry goes to the prizes for the CTPs on the course, which anyone from any division can win.

Yes, a non-pdga competitor can claim the cash, CTPs, ace pool money, trophy, etc.
