Also, a provisional doesnt change what he was hoping to avoid, standing in the crap. He would have thrown both so he is in the mud either way. Im surprised no one else in the group knew that rule. I was in rec and i used casual relief. That isnt some obscure rule or something

PDGA rulebook in the bag at all times... standing water is always casual relief.

Yes, the rule is very clear in the rule book. Not vague at all. Casual relief for water, downed trees, etc, no closer to the hole, no more than 5 meters from original lie, no stroke penalty.

Right, but I was the only person on my side of the argument, and he pulled out the rulebook, read me the rules, and I showed him the part of the rule that I had mentioned in my original post. However, everyone else said "I don't know man" even after I read the rule.

It sucks when playing with people who either don't play by the rules or don't know what they are. In that situation I would have taken the casual, putted, then putt my foot in the water, putted and marked it provisional.

The rule reads,"A player may obtain relief only from the following obstacles that are on or behind the lie: casual water... or any item or area specifically designated by the Director before the round." When I originally read that statement, I assumed that the water had to be defined as casual water by the TD before the round and this was the opinion of a couple of other officials that I asked as well. However, as I reread the rules, I see that casual water is in the definitions and is described as, "A body of water which is not out-of-bounds, and which has not been declared by the Director to not be casual water." So yes, you should have been able to take casual relief. I think the moral of the story is to always carry a rulebook and to understand where to find the answers.

As long as the person isnt getting an advantage by moving it is sad people felt the need to be so abhorent

Well, now that the TD gave a ruling, I was not being abhorrent, or worried about my placement as I was shooting badly anyhow. It was my misunderstanding of the rule, my bad. Austin should have taken a provisional, and asked at the end of the round. Sorry!

The fact of the matter is that nobody was willing to come to a conclusion, even after the rule was read, so the same sort of issue could've come up 20 more times in the round, but "nobody knew the rule". And because Mel Martin said something, it was automatically right?

I have never played Slippery Rock but I kind of hope it is white. Just from looking at the course map, green tees look kind of benign, straight and short

Green tees. The average rating in Rec is an 850 which would come out around a 9 over. The green tees should have more opportunities for birdies.

Chris, generally green tees are novice and white tees are intermediate. so that could go either way. I would think rec should play the shorter tees so i agree with green tees. No official rounds have ever been played from the greens at slippery rock so it will be interesting to see how the scores turn out.

I am only playing rec because I havent played in a tourney in 4 years and I havent played a casual round in a year until playing 9 holes last week. If I do well, I will move up to Intermediate for the tourney 2 weeks later in Deer Lakes

I have never seen or player Slippery Rock so I can't have too strong an opinion. Just looking at the course map though, it looks pretty benign. If most of rec guys are new to the sport, playing short straight and open holes might be boring. That said, I learned a long time ago not to trust diagrams and pictures so it could be completely different from what I am imagining

Ratings wise, it looks like from worlds that the average Rec playing would be shooting in the high 70s which I don't think is a good idea for new players. Hopefully the green tees are more appropriate for the division.

Haha, I stopped playing at the wrong time. I went back and looked at scores and I started shooting a lot higher rounds, I had one 950 round in a tourney at Moraine I think (might have been Deer), but life happened. Married, kid got older, etc. Now I am only a few years away from being able to play in master's!! ugh

Correct. The Moraine Saturday field is Open, Master, and Advanced. All other divisions are playing in the other pool. If you want to play Advanced, I could put you on a waitlist, or you could register for intermediate or recreational which have plenty of spots available.
