With it being a X-tier, Will the rounds be rated? I don’t fully understand how that works.

It should be. The PDGA has started actually using the X to indicate when a tournament is being run under their charity endowment program.

The ratings will count because it is an X C-Tier. Not just an X Tier. Mark is correct on why this event is an X C-Tier.

Will the cap on Rec be repealed at any time before the event? I’d rather play the courses Rec will be playing but would sign up for Int if push came to shove before the tournament

Yes, you will. All division caps will be lifted 1/15. Waitlisted players will have priority.
