Will the cap on Rec be repealed at any time before the event? I’d rather play the courses Rec will be playing but would sign up for Int if push came to shove before the tournament

Yes, it will. If all other divisions don't fill.

If I sign up under MA2 will I be able to move my registration over when that opens up?

Yes, you will. All division caps will be lifted 1/15. Waitlisted players will have priority.
