Caddies are fine but they must adhere to all tournament procedures and social distancing guidelines. Each player is responsible for the actions of their caddy. If that individual is causing a disruption or interfering with the event, as I said, you would be responsible for them and anything that comes with that.
As far as spectators it’s a public park but if you are specifically asking for multiple people to follow you around I would say no. There are still social distancing guidelines in effect. Plus as I stated with the caddy, if they are specifically there with a competitor and are Interfering with play that’s on you.
