But, looking at his last event, there is NO way he would have been in rec with the scores he posted. He was going to be over 900 no matter what

Kevin, as Roger pointed out the system only checks ratings at the time of registration. Since the individual you are calling out had no rating at the time of registration, he was allowed into MA3. Tournament staff will be looking into it.
