C-Tiers can have mixed cards for the first round. Per the PDGA: "C-Tier events have the option to randomly mix divisions for groupings (first round ONLY) with the exception that Junior II - Junior VI Junior ≤15, Junior ≤12, Junior ≤10, Junior ≤08, Junior ≤06 divisional players should only be mixed with other players from those same divisions." I'm not opposed.
