The scores for each hole are "at worst". If your card says you need a par and you make birdie, you clear the hole (and get to check off that box). Every card has six "golden holes", which means the hole is listed twice but with two different scores (for example, bogie and par or par and birdie). If you get the more difficult score you get to check off both boxes.
