In my experiences with these type of tournaments, TD will nicely urge insufficient cards to combine or otherwise mix to form legal cards of 3.
I suppose anyone who refuses to do so will not be able to participate. In other situations, I have seen where a TD may assign an official instead of a third card mate, but I think most participants tend to mingle together into legal cards.
