There is it just is not as big a difference than it was when all leagues were treated the same. The only limit is when a league is bigger than 60 players, so there is not a difference between beating 100 players versus 62 players but that is the trade off to try and balance the many small leagues and most only average 30 players. Very few leagues exceed 30 - 50 players on a regular basis.
But your right winning a league and beating 59 players should be rewarded more than winning a 18 player leagues and that is how it is currently.
4-19 players < 18 points minimum for the winner
20-59 players < no minimum or maximum points
60+ players < 60 points maximum for the winner
