The divisions we have are pretty well set. We will do some shuffling to allow people in from the waitlist, but we are limited to the number of players we can have in each group which informs the number of and which divisions we can offer. Typically you don't see MP/AM 70+ unless the tournamet is specifically a Master's tournament.
