For some reason it still isn't letting me complete it. After I complete filling out my information and select pay it states, "Registration by minimum rating is not available for division FA3 at this time." and then another message about minimum ratings, "Meet a minimum player rating for division MA1, MA40, MA50, MA60, MA2, MA3, FA1, FA40, FA50, FA60, MJ18, MJ12 or FJ12."
