The rationale for this rule and the use of this rule is to decrease the time between first card finished and last card finished to events with two rounds in one day. I have first hand played in an event where MA1 finished round 1 in under 2 hours and the FA4 card took over five hours to play the same layout; the two round event had to be switched to a one round event because of a snow storm due to start in four hours and predicted to be a blizzard (which it was).
