My policy has always been to offer to the players in a division of less than 3 players (needed to qualify for WI TOUR points and a black disc) that they may stay where they are, or they may move to another division that they do qualify for that does qualify for WI Tour. I will never mandate people leave their preferred division however and added cash will be distributed according to how many players there are in the division. SO I guess it is 100% up to you to decide what you want to do. I also want to say that moving now might not be necessary due to the fact someone could still get in from the waitlist.

Out of respect for the way I handled registration from the start I will not allow a third person in ahead of the others on the waitlist. Unfortunately, someone from your division had to withdraw leaving you with only 2 players currently . . . but that was after the deadline for when I was holding spots for your division so now we just have to wait to see if one of those players gets in off the waitlist which I stated from the beginning would be based on the order people got on the waitlist and not specifically by division. Its a decision I made, and one I may not make again, however I am not willing to go against what I published from the start in fairness to everyone else on the waitlist.
