PDGA Competition Manual 3.01.D D. Animals may not accompany players with the exception of players whose disability or medical condition requires the use of an accredited service animal. Players are required to notify the Tournament Director of accredited service animal usage during play.

If there is a dog on a card with a player, that is against PDGA rules and should be brought up. But especially in a public use dog off leash park, there is no way to expect there to not be animals on the course. Nor is there anything that I can find in the rule/competition manual that says animals can not be at tournament central or around in between rounds.

I am happy to accommodate your allergy and work with you on check in / payouts away from animals, but since Daisey and I both have dogs it is very likely that one or both will regularly be at events we are running. As long as they are well behaved and leashed, I do not see any reason either PDGA or as a reasonable person to require otherwise. As I said, happy to have more conversation elsewhere
