He can always play in a higher amateur division to potentially get more points. All amateur events will count towards his point total. Also, you earn points based on the event and division factors even if you are the only one in a division. For a C-tier event like this one, he would earn 0.5 points playing by himself and needs 2 points total (and at least 3 sanctioned tournaments) to qualify. Playing in MJ12 yields 1 point per competitor outscored (minimum of 1 point even if he doesn't outscore any of the others). There are several criteria that must be met to qualify, including having an active PDGA membership this year.
