Hi, Matt! I do not have anything to do with arranging this tournament, but am a Norwegian player, and I know this is stated in the criteria for the Norwegian national tour/ Norwegian Cup (translated): "Foreign players (foreign means someone who does not have permanent residence in Norway and is not a member of a Norwegian club) can be allocated a place from the wildcard quota and participate in individual tournaments without membership in a Norwegian club, and without having a license. Foreign players do not receive results in the overall Norwegian Cup." You might get an answer from the arrangement committee here, but I would advice you to send you request through the "Contact" form on the "About" tab. But to answer your question: If you are american and not living in Norway you do not need a licence. But you are also not able to play this tournament if you do not get a wildcard. Hope this helps :)
