Jared - PDGA Rules (1.03), which we reference in the About section and we as TDs are supposed to follow, give the % refund at each time period. Per those rules, we should have given you 25% refund. Instead, we have been giving 75% back. I thought we were being generous!
I play a lot of tournaments, and when I drop right before the event, I expect and usually get only some of my entry fee back. It is pretty standard for TDs to follow PDGA rules on refunds.
All fees go towards tournament expenses and scrip/payouts. The TDs/club are not gaining anything from charging for late withdrawals. We are just (kind of) following PDGA rules.

Tuolumne County Disc Golf is responsible for all refunds and cancellations.

Partial refunds will be given per PDGA requirements (section 1.03, see details below). A $5 service fee will be charged all players who withdraw in addition to the percentages below. Please request refunds via the link in your registration email, the withdraw button on the Players tab for the tournament, or via email to the TD contact email ([email redacted]). Refunds requested via the discgolfscene comments, text message, smoke signal, telegraph or other inconvenient method will be charged an additional $5 service fee.

A. Players who officially request to withdraw from the event before July 24th (30 days prior to the event) will receive a 100% monetary refund of their entry fee.
B. Players who officially request to withdraw from the event between July 25th to August 8th (15 to 29 days prior to registration closing) will receive a 100% monetary refund of their entry fee minus a $5 handling fee ONLY if their spot in the tournament is filled by a player who is on the waitlist at the time of the withdrawal request. If the player’s spot is NOT filled, there will be a 50% monetary refund.
C. Players who officially request to withdraw from the event after August 9th (14 days prior) will receive a 100% monetary refund minus a $5 handling fee ONLY if their spot in the tournament is filled by a player who is on the waitlist at the time of the withdrawal request. If the player’s spot is NOT filled there will be a 25% monetary refund.
D. Players who do NOT officially request to withdraw from a registered spot playing in the event prior to August 20th (when registration closes) forfeit their entry fee and do NOT receive a refund or player’s pack.
