I wonder how the TDs would have determined the value of a player's pack from the refund policy since there weren't any players packs. I guess that person would pay for shipping to get nothing.

This is stupidity!

Thanks for your comment. C-Tier events do not require Am Player Packs (See Table 1: PDGA Tier Standards Chart, 2018 PDGA Tour Standards), and we usually don't have them. The refund policy is from PDGA's standard wording for all event tiers. I probably will edit it in the future to remove the wording about Players Packs if we don't have them.
