It is random doubles, so that means you could be paired with your buddy or with someone else. What usually happens is that players draw from a deck of cards. If there are 16 playing, then 16 cards with the same #, but of a different suit (8 of spades, 8 of clubs, 7 of spades, 7 of clubs, etc) are shuffled and laid out one by one on a table (or taken from a dealer's hand where the cards are fanned out and you can choose). Your doubles partner is whomever gets the same # card as you. If you have the 8 of spades, you'd be hoping your buddy gets the 8 of clubs.

It's tough to make sense of it in written form. And if there are an odd number of players, that odd player usually gets to throw one extra shot per hole (their choice as to which shot that is - a drive, an approach, or putt).
