What are the conditions that need to be met to let in a player on the waitlist for this tournament?

I just saw someone dropped out right now and the players went down from 70 to 69. Will the waitlisted players be prioritized over a person who may want to enlist for that open position?

Caddies and spectators are more than welcome, as long as they are courteous of all other players on the card.
