Yes it is, the hours are 9am to 3pm

Same hours for doubles? I’d like to play in both the singles tournament and the doubles. Is that possible?

Yes, and yes. Cards can be a mix of doubles and singles groups so you shouldn't have a problem playing both of your rounds!
