As of now this event is still scheduled to happen. That could change next week though. Next week Tim (the TD) will be asked to order players packs and the minimum order is 20, so if this event doesn't have more registered players by then I wouldn't be surprised to see him cancel this event. Asking TDs to front the money to order players packs with "hopes" that more people will register isn't always realistic. Pre registering is very important for helping TDs plan.
