Added $15 temporary PDGA membership for non-PDGA or expired PDGA membership.

1-day, 2-rounds. We'll mix in some alternate Orange baskets!
Round 1: Blue tees with 10a and 10b. MP4 and FA divisions play red tees.
Round 2: Red tees with 10a and 10b.
