The caps and wait-lists were adjusted based on demand after 10 days. There is only room left for one person before we hit the cap of 72. The divisions that have room for people are for FA2 and FA4 which currently don't really have enough people in them for real competitive divisions, but the cap of 72 will be hit before those fill anyway. I would be personally be happy to leave the space for those underserved divisions even if there was more room anyway. Beyond that, there is always movement when people drop out, so things will still change

I agree with the idea of these types of caps. But perhaps not just 4 weeks in advance during the holiday season? Maybe 2 months, so travel can be figured out for those needing more than a couple weeks to plan life?

You will note that the Burnaby Duck golf registration was opened 2 months before the event to try and give players more time. Traditionally Duck golf has always opened 1 month before but things are now changing. You should see the caps be adjusted in the next few days as per the about section.

Not for the tournament. Carts are only available for sanctioned tournaments if everyone gets one, and that's not an option. However, weather permitting, they do have them available for practice rounds.
