If the player count is limited to 156 and it is already full with a waitlist started what are the chances anyone else will actually get in?

For the past few years we have averaged 35 refunds. As I type this so far we have given 5 refunds and there are 6 on the wait list.

I would not be surpised by the end we are in the 40-50 refunds area. As John, it is 0% chance if you at least do not register.
