If I had to venture a guess, I would say that the limit of 4 per card could be a requirement of the city/county because of covid safety measures. Maximum that the PDGA would allow is 5 per card so 100, but I know some Counties are limiting the size of groups and won't issue a permit unless the size of the group is limited.
