As David and Rob pointed out, there’s a lot of nuance to the ratings. They account for conditions by using players with ratings to determine the round ratings. Imagine on the extreme a round in calm conditions and one in 80 mph winds and rain. Those two rounds at the same score reflect different levels of difficulty and that’s what the ratings capture. While I’m not sure the circumstances that led to the better scores, the field as a whole shot much better the second round in a way that is pretty rare. That’s why you see a dip in the ratings from R1 to R2.
