It was to allow other divisions an opportunity to not be shut out.because originally it was to be capped at 76. Plus, this is a Pro-Am, and he didn't want only Ams playing. And of course he's the TD. Just be happy Calvert has a sanctioned event. No one else wants the headache of running an event.
