Yes and no I guess. Even if following PDGA rules you can but since it's non-pdga I went through making any exceptions based on rating and probable skill level. The main reason for the disclaimer was to avoid having any @1000 rated pro come out and destroy everyone. Most everyone signed up at this point, from what I can tell, are very evenly skilled.
