As we say in the South, that document has the PDGA talking out of both sides of their mouth. They give a number designation for each divisional cutoff but then throw in a bunch of arbitrary "skills" to tie people to a division. Just use the numbers. Like Walter said, the PDGA needs to update their rating system. 825 should be the cap for Novice, 875 for Rec, 925 for Int. and after 950 you should be playing Open.
