When the Nor Cal Series formed we established the 80/20 bump rule to deal with players
that were playing in divisions below their ability. if a player finished in the top 20%
in a division 80% of the time based on a 4 tournament block during the season he was bumped.
We also bumped the top 10 Intermediate players to Advanced at the end of the season
each year. When the PDGA came out with their ratings system we adopted that.
