The intent is to prevent players who have the skills of a 950 rated player but no rating from sandbagging into Intermediate. A 950 rated PDGA member would be restricted to Advanced. I think there's only one player signed up for MA2 who doesn't have a rating but only because he just recently joined the PDGA. Getting people to become members is part of the goal too.
