The numbers next to the other players names are their PDGA numbers that we get when we become a PDGA member, you don't have to be a PDGA member to play in events but you will have to pay $10 extra for PDGA sanctioned events which this one is. A PDGA membership is $50 but it's worth it if you plan to play tournaments. Check out the PDGA website to see what the benefits of getting a membership and I suggest you check out the rules of play if you don't know much about them but I'm sure the people in you group will help you out. If it does rain we will continue to play unless there is lighting in the area, then play will stop until the lighting passes. Playing in the rain isn't fun but we have all done it at some time.
