I guess I'm also confused because AM3 is the lowest division in which berths are awarded....so how could one be awarded do Green or Purple which would effectively be Am4 (Novice) in which there is no State Championship competition?

When you win a berth, it grants you a place in the state championship - it does not mean that you have to play in the division where you were awarded the berth. In other words, you could win a berth as an Am 3 and play Pro if you wanted to in the State Champs. At a regular division event, you could win a berth as a Novice even though they do not have a "Novice" division at the championships.
