Collared shirts have not been a requirement, historically, at this tournament. I don't think cut-offs or outrageous outfits would be appreciated, but in last year's tournament (which was also a B tier), players were wearing dry fit shirts, T-shirts, and collared shirts. I would recommend a dry fit shirt of some type for comfort. And the official answer to your question is up to the TD (Tournament Director), but as this is not an "A" tier, National Tour, or Major Event (it's major to us local players, but not yet to the PDGA), I highly doubt you'd be told you have to wear a collared shirt. If we were playing at a country club, then a collared shirt would be required.
