The lights arrived today. I should definitely have enough to give at least one per card so long as they all work. I also have some glow in the dark tape but will have to test it to make sure it holds a glow long enough.

Key Chain UV Lights will be $2.00 they aren't much, but they are decent quality and they work. They have screws so the battery can be changed.
