We typically allocate division caps in order to better plan for the event. Using multiple courses the divisions that have "leftover" cap space don't always align with the divisions/courses that have extra people. When a division is under-registered by a full card we move those spots to a different division. This just happened with the Intermediates who were just allocated another 5 spots last week.
