Here's a crazy way to think of it but this might help: in a ratings-based event, consider every division to be a pro division - which in a normal event, Ams are always allowed to play in a pro division, the only thing that matters is whether or not they accept cash - if they do, then they are turning pro. If not, they get paid out in merch and retain Am status.
