It accounts for spots that might be filled. Cashless registration is the completion of a registration process without the fee. Waitlist is for those hoping to attend and at least identifying the intention to be there. Hopefully that answers the question.

"Prepay registration only" can limit the number of folks who wish to be listed among the intended players. I suppose "wait-listing" here is somewhere between the hard prepay position and the soft cashless position. Competition for reserved spots is not an active concern, and nullifying any $5 day-of charge would be a TDs prerogative.
