You may be experiencing the frustration I've had with the report -card rating system. The is no accountability on the part of the rater, so, nothing learned by the readers. I had recommended to DGS a system that gave +3 to -3 for the common course characteristics (shot variety, facility maintenance, etc). They panned the idea. I'm going to try another angle.

At the very least, old reviews should dissappear and drop off the overall rating, so that a course like HH that started out with no cement and impossible fairways and thick underbrush gets its proper accolades when improvements are made.

I agree with you. The only thing I can think of is the holes are a lot shorter than alot of the newer corses popping up. Still Hammond is a very nice course I look forward to playing each time. Nothing but hills man!
