PDGA owns a piece of this. Note that they issued an "unscheduled" rating after the April rating; it was intened to push some rating changes, but not others. That is when I first noticed the lag. The TDs involved with these mishaps are fair-minded and understand our wishes for acurate ratings. I expect the loss of PDGA sanctions for future events is the real concern for all if PDGA doesn't get the numbers right and blames the TD/Club.
