"Sunday, July 5 – Divisional Fields are final. Any split-division Pools are posted. Any players still on the waitlist are refunded; there are no replacements for drops after this time."

Does this occur at 12:00am July 5? Or will the division close throughout the day? Meaning a waitlist player could make it in later in the day on July 5?
I am asking as our hotel rental requires cancelling by 11:59pm July 4.
