Question- on holes that have cable wire defining the hole. Are we able to take relief if disc lands under the cable that’s along the inbounds line? Do we take relief in front or back or none and just throw how it lies?

Connie, per PDGA rule 802.05(D): the lie is a rectangle that is 20cm wide and 30cm deep, centered on the line of play behind the rear edge of the marker disc.
This is equivalent to a sheet of 8.5 x 11 inch paper centered behind your disc.
This should provide enough relief for players to work around the cable.
