I just clarified with the park ranger and it looks like their out-of-state rates went up as of th 1st of this year due to their new campground. The best option is to ride with a friend into the park and park your car across the street. If you plan on participating in other Idaho events (at state parks), it would be in yor best interest to purchase their annual pass.
