"And yes if you are rating eligible you could chose MA3 with a MA40 invitation" That doesn't seem right. Shouldn't you have to earn your spot in a division by winning in a division you select to play in? Competition could be less or more for any tournament in any division on the day you choose to attempt to qualify.

Dave: We have always allowed that since we expanded outside of just MA1 and FA1 and we will not change mid year. Divisions across the country fill differently: MA2 is huge in Colorado but in other states it is non existent and players play up to MA1 because they want to have competition, we use ratings as the gauge just as the PDGA. When a player is 936 rated but their invite was earned in MA2, we do not punish them for it and wipe out their invitation, we make it eligible for a division they are eligible for.

I 100% understand that, when you rate out of a division you can't put them in a lower division. I guess it's really for us older lower rated dudes. We could cherry pick ma3, ma2 ma50,ma60 and choose the division on that day to give us the best odds of winning and still be able to choose any of those divisions to play in the finals. I always thought you had to win the division you want to play in for the finals. Good to know, thanks for the clarification.
