To give you a little more context, this year, the ODSA has structured their events so that Provincial Junior qualification is only through Little Hyzer events. These events will be separate from the Ontario Tour, which is why the Spring Open can’t offer junior qualifying spots. We’re sorry for any confusion, and agree wholeheartedly with the importance of fostering youth in disc golf. We initially didn’t offer junior divisions because there is no qualifying spot, but if there’s interest for juniors to play in the tournament anyway, we’re happy to open spots for non-qualifying junior cards.

As a fellow competitor at this event, it’s worth clarifying that the proposal being suggested by Mr. Hull would violate multiple PDGA rules:
PDGA Competition Manual 1.13 (Youth Safety): A player under 13 must be accompanied by a parent or guardian, and that supervising adult may not be part of the playing group. A parent cannot both compete and supervise during the same round.
PDGA Competition Manual 1.13.C: A parent accompanying a junior may not make or second rulings, creating an inherent conflict if that parent is also competing.
PDGA Competition Manual 1.06 (Grouping and Sectioning): Players are grouped by division, using random or rating-based methods. Card assignments cannot be manipulated to keep specific players (including family members) together.

Thanks for adding context, Phil. Last year, we were fortunate to have supervision of the junior card in the Spring Open, allowing for fair and PDGA compliant play. We do have to follow PDGA rules, and having supervision can't be guaranteed without coordination by the guardian. I hope that clarifies the PDGA rules.
